Palsystem Resumes Registration for the 2025 Harvest Rice Subscription System

Palsystem Consumers' Co-operative Union (Palsystem) has reopened registration for its 2025 Harvest Rice Subscription System for members.
Under this system, members reserve their rice purchases each April before the planting season, securing their annual supply in advance.
For the 2025 harvest, new registrations had previously been suspended due to uncertainty in the national rice market. Beginning in the summer of 2024, rice shortages and sharp price increases spread across Japan, making the market situation difficult to predict.
Following coordination with production areas and confirmation that sufficient quantities can be secured, Palsystem has decided to resume registrations, although the available rice varieties will be limited.
Over 30 Years of Stable Rice Supply, Even in Times of Shortage and Price Surges
When rice shortages and price hikes occurred in 2024, weekly orders for Palsystem's directly sourced rice (sanchoku rice) surged far beyond normal levels, making it necessary to introduce quantity limits.
In contrast, the Rice Subscription System ensured a steady supply for approximately 210,000 registered co-op members throughout the year without shortages.
The system was introduced in 1993, following the record-breaking cold-weather crop damage that year. It was created to ensure that co-op members could continue to receive a reliable supply of rice even in years of poor harvests.
A Unique Direct-from-Farm Supply Route Independent of Market Pressures
Palsystem's rice is supplied through its direct partnership system ("sanchoku"), which connects the co-op directly with production areas without going through conventional market channels. Under this system, producers and Palsystem directly agree on cultivation methods and prices, creating a stable supply relationship. When rice shortages and price surges occurred, prices in the conventional distribution system, where rice passes through wholesalers and other intermediaries, rose sharply and supply became increasingly tight. As a result, orders to Palsystem increased significantly. Even under these circumstances, the Rice Subscription System enabled the co-op to maintain a stable supply of rice for its members and safeguard their dining tables.
Rice Subscription System Supporting Producers and Consumers
By allowing co-op members to reserve rice before the planting season, the system gives producers the confidence to cultivate their crops and pursue environmentally friendly farming that reduces reliance on synthetic pesticides and chemical fertilizers.
Co-op members also benefit from priority access to rice when supplies become tight, along with price advantages. This initiative received the Good Design Award 2023.
Palsystem Consumers' Co-operative Union will continue working closely with production areas to uphold a sustainable cycle of production and consumption.
